Celine Orlando Challenges After-Midnight Policing Fees

Concert and nightlife venue Celine in Orlando, Florida, is speaking out about the mounting financial pressure that local nightlife venues face as the city’s controversial after-midnight policing fees continue to spark intense debate over fairness and public safety.

Orlando’s After-Midnight Alcohol Sales (AMS) permit program, which was introduced in 2023, requires specific businesses that sell alcohol after midnight to fund additional police protection. While city officials maintain that the program is a necessary measure to improve downtown safety, affected venues argue that its uneven application places a disproportionate financial burden on select businesses, threatening their long-term viability.

In 2024, Celine and six other local businesses took a stand by filing a federal lawsuit challenging the program. They argue that the ordinance unfairly targets their operations. Despite these efforts, a judge declined to suspend the ordinance in 2025, allowing the fees to remain in effect while the legal dispute continues to unfold.

The Impact on Orlando’s EDM Scene

Nightclubs serve as the backbone of the dance music ecosystem, providing essential platforms for emerging DJs, local promoters, and underground events. As operating costs rise due to these mandatory fees, venues are left with significantly less flexibility to book new talent or take financial risks on smaller, niche shows.

While public safety remains a legitimate and vital concern, the question persists regarding whether the costs of these initiatives are being distributed fairly across the city or if they are inadvertently undermining the very venues that define downtown Orlando’s nightlife identity. If independent venues continue to struggle under these financial constraints, the local spaces where dance music culture thrives could be among the first casualties.
